A constitutional body has a defined role in the state.
The Basic Law distributes central responsibilities among different bodies. The Bundesrat represents the states, the Federal President is head of state and the Federal Government conducts governmental business. Their status comes from the constitution.
A citizens’ assembly instead describes a gathering of citizens, for example about local concerns. It can be important for participation without being a federal constitutional body.

The other three answers
The remaining choices name actual federal bodies.
the Bundesrat
The Bundesrat is a constitutional body through which the states participate in federal legislation and administration.
the Federal President
The Federal President is head of state and a constitutional body. The fact that one person holds the office does not change that.
the government
“Government” here means the Federal Government. It consists of the Federal Chancellor and federal ministers.
Citizens’ assembly and Federal Convention are different.
The Federal Convention is established by the Basic Law and elects the Federal President. It is a constitutional body. The similar German word ending should not cause confusion.
The question concerns the federal level. Available forms of local participation and their effects depend on the applicable rules; this question does not determine them.
Constitutional bodies · German Bundestag ↗Citizens’ assembly: local participation. Federal Convention: presidential election.
Read the beginning of the German word carefully: Bürger and Bund point to different contexts here.
