Teaching and determining school policy are different tasks.
Teachers organise teaching within the applicable requirements. The political and legal framework for schools is mainly set by the states. This includes school legislation and statewide requirements.
Federalism does not mean complete isolation here. States cooperate through the conference of ministers and its specialised conferences. Shared agreements do not turn school policy into the sole responsibility of a federal ministry.

The other three answers
The other actors have important roles, but do not collectively determine German school policy.
the teachers
Teachers teach and contribute to school life. They do not replace the competent state bodies in setting the policy framework.
the Ministry of Family Affairs
A family ministry handles family-policy matters. General school policy is not centrally assigned to this federal ministry.
the universities
Universities are higher-education institutions and can train teachers. They do not determine general school policy in place of the states.
State responsibility allows cooperation.
Not every decision is made in the state ministry. Schools, school authorities and teachers act within their own responsibilities. The exam asks for the principal political level.
The federal level also has certain responsibilities and opportunities to contribute to education. This does not create general federal responsibility for school policy.
State responsibility · Conference of education ministers ↗School policy → states. Teaching → teachers within the framework.
Distinguish the level that sets rules from their implementation in the classroom.
