Both words are part of the explanation.

“Market economy” refers to decentralised decisions: firms offer goods and services, while people make purchasing and employment choices. There is no single central body setting every production quantity for the whole economy.

“Social” adds the institutional framework. Government sets rules and organises social protection. The term describes neither an economy without public rules nor the abolition of private businesses.

The other three answers

The incorrect answers shift the focus towards central economic direction.

free central economy.

“Free central economy” is not the name of Germany’s economic system. This combination of words does not replace social market economy.

controlled central economy.

A controlled central economy centres on central instructions. That does not describe the market system sought here.

planned economy.

A planned economy involves extensive central planning. Individual public planning activities do not turn Germany into a planned economy.

The model does not settle every policy dispute.

The balance between competition, rules, taxation and social benefits is politically contested. Different policies can be debated within the same economic system.

The Basic Law describes Germany as a social federal state. This does not supply a complete list of prices, benefits or economic instruments. The exam question asks for the name of the economic system.
