The short answer

Municipalities.

In the simplified federation–states–municipalities structure, municipalities are the lowest political level. A city can also be a municipality.

The Federal Republic of Germany has a three-tier administrative structure. What is the lowest political level called?

Choose one answer. Your result stays on this page only.

“Lowest” describes proximity to local life, not lesser importance.

Local decisions concern matters such as public facilities and community life. People therefore often encounter politics first at this level.

A municipality must be distinguished from its governing bodies. A municipal or city council makes decisions for it; the council is not itself the whole political level.

The other three answers

The incorrect answers do not name an equivalent territorial political level.

City councils

City councils are local representative bodies, or the term can refer to their members. The level sought is the municipality.

District councils

Landräte are the heads of districts. They are officeholders or offices, not the name of the lowest political level.

District offices

District offices are administrative bodies used in particular organisational structures. Their name does not replace the general term municipality.

The three-level description is simplified.

Further structures exist between and within these levels, including districts and special city-state arrangements. Constitutionally, municipalities belong to the states and enjoy local self-government.

The existing English option “District councils” translates “Landräte” imprecisely. The German original means district heads, not the elected district councils. The original options remain unchanged.
