The other three answers
The other places have different or historical functions.
in Bonn, because that's where the Federal Chancellery and the Bundestag are located.
Bonn was formerly the central seat of government. The Chancellery still has a Bonn office, but parliament and the main Berlin Chancellery are now in Berlin.
at Meseberg Castle, the guest house of the federal government, to receive state guests.
Meseberg served as a guest and meeting venue. It is not the normal centre of the Chancellor’s work; the government has announced the end of that use.
at Bellevue Palace, the official residence of the Federal President, to receive state guests.
Bellevue Palace is associated with the presidency. The Chancellor is head of government, not Federal President.

“Most often” does not establish a verified personal location diary. Travel and meetings elsewhere are part of the job. The explanation concerns the institutional centre of work.
The existing option still calls Meseberg the guesthouse. The government page checked on 19 October 2026 describes its announced closure with the agreement ending in January 2027. The original options are preserved; Berlin remains correct.
