The short answer

He or she represents the country.

Appearing on behalf of the community.

The Federal President may speak at public events, recognise civic engagement and receive foreign heads of state. Such appearances represent the Federal Republic as a whole, not only one ministry.

This public role can stimulate social debate. It does not mean that a presidential speech itself enacts legislation or sets a new policy guideline for a ministry.

The other three answers

The other answers confuse different state functions with the President's main role.

governs the country.

Ongoing government policy belongs to the federal government led by the Chancellor. Head of state and head of government are separate offices.

drafts the laws.

Bills may be introduced by the constitutionally designated initiators. Drafting laws is not the Federal President's main task.

monitors compliance with the laws.

Checking compliance with law is distributed among competent authorities and courts. The Federal President is not a general supervisory authority for all legal violations.

Representation does not mean having no constitutional powers.

The office also includes formal powers, for example appointing government members and signing legislation. The short test answer therefore does not describe every individual duty.

These powers are governed by the Basic Law. Being head of state does not confer unrestricted power to replace parliament or government at will.
