Membership of a state cabinet can lead to Bundesrat membership.
State premiers and ministers may participate in the Bundesrat; city states use corresponding offices such as mayor and senator. The relevant body is the state government, not any resident or party member.
A state casts its votes as a single unit. Bundesrat members therefore represent an agreed state position and do not have the same free mandate here as Bundestag MPs.

The other three answers
Look for government and federal states together.
the members of the Bundestag
Bundestag MPs form the Bundestag. Their parliamentary seat does not make them Bundesrat members.
the ministers of the federal government
Federal ministers belong to the federal government. The Bundesrat is formed from state governments, not the federal cabinet.
the party members
Party membership alone is insufficient. The relevant position in a state government and appointment by that government are required.
Not every state has the same number of votes.
The Basic Law assigns three to six votes per state depending on population. A state's votes cannot be split into conflicting votes for and against.
State parliamentary opposition parties do not receive Bundesrat seats merely because they hold parliamentary mandates. The state government is decisive.
Article 51 · Basic Law ↗Bundesrat = state governments at federal level.
Bundestag and Bundesrat differ from the outset in how their members take office.
