A personal problem can become a shared public concern.
Removing a bus route may affect many people: employees, school pupils or people without cars. An initiative can show how the service is used and what losing it would mean. The defining feature is the shared public objective.
The group does not first have to become a political party. A citizens’ initiative often focuses on one issue and can bring different people together. It should establish which local or regional body actually decides on the transport service.

The other three answers
The other suggestions miss the objective or the responsible authority.
I become a member of a sports club and practice cycling.
Cycling may be a personal alternative, but it does not preserve the bus route. The question asks for a way to participate politically in keeping the service.
I contact the tax office because as a taxpayer I have a right to the bus line.
The tax office does not become responsible for bus planning because you pay taxes. Being a taxpayer does not create the general entitlement to this particular route asserted in the option.
I write a letter to the forestry office of the municipality.
A forestry office deals with forest matters. Without a particular connection to its responsibilities, it is not the appropriate body for preserving a bus service.
Participation provides influence, not an automatic decision.
Even well-supported initiatives may encounter competing interests, limited resources or different jurisdictions. The group does not replace the legally responsible decision-making body. It can nevertheless advocate its position publicly and through available participation procedures.
Article 17 allows anyone to submit written requests or complaints, individually or jointly, to competent authorities and representative bodies. Such a submission differs from a formal vote or local referendum, which has its own rules.
Citizens’ initiative · Civic education ↗Shared local concern → citizens’ initiative.
Ask which proposal aims to change the public decision. The initiative seeks to preserve the route; merely adapting one’s own travel does not.
