One city with separated lives
After the Second World War, Berlin had been divided into four occupation sectors. Political division between East and West Berlin and separate administrations developed from this. Construction of the Wall in 1961 intensified the division with guarded border installations.
The Wall cut across streets and everyday connections. It ran between East and West Berlin, but also around West Berlin along the surrounding GDR territory. Families and friends could therefore not simply visit one another as in an open city.

The other three answers
The other answers confuse administration, statehood or transport links.
without a mayor.
Berlin was not a city without a mayor. West Berlin had a Governing Mayor and East Berlin a Lord Mayor. Divided administration is itself part of the history of this period.
its own state.
Berlin’s special status did not make the city an independent country. The four occupying powers and German division shaped its situation; the correct answer identifies the Wall.
only accessible by plane.
During the Wall years, West Berlin could also be reached via controlled transit routes through the GDR. The Transit Agreement made such journeys easier from 1972. “Only by plane” therefore does not describe the period from 1961 to 1989.
Distinguishing the Wall years from the Berlin Blockade
The Airlift belongs to the earlier Berlin Blockade of 1948–49. It does not explain how West Berlin was reached throughout the later Wall period. The years in the question help separate these events.
Transit arrangements for travellers from the West did not mean general freedom of travel for people in the GDR. Border policy was unequal and continued to impose severe restrictions on many of those affected.

Check the period first. The Airlift, the Wall years and reunification belong to different stages.
