Everyday help does not automatically transfer legal responsibility.
A grandmother collects a child, an uncle helps with learning, and a teacher provides lessons. These contributions can matter greatly. They do not mean everyone has the same decision-making authority or that parents lose their fundamental responsibility.
Responsibility within a family also needs a closer distinction. With joint parental responsibility, important matters are generally decided jointly. Everyday questions can be handled differently. “The parents” answers the general question; it does not replace the particular arrangements governing parental responsibility.

The other three answers
The incorrect answers can be involved, but are not generally those with primary responsibility.
the state
The state sets protective rules and oversees the school system, among other tasks. It does not generally take over the child’s entire upbringing in place of the parents.
the relatives
Being related to a child does not by itself establish primary responsibility. Relatives can help, but particular parental-responsibility or guardianship rights are a separate matter.
the schools
Schools have important public educational responsibilities. A child does not attend school so that parents can give up their entire responsibility for upbringing.
The principle must be applied to the actual responsibility arrangements.
Not every child lives with two parents who share parental responsibility. Sole responsibility or guardianship may exist, for example. A study answer must not portray those families as less valid; it explains a legal principle, not a prescribed household form.
Primary responsibility does not mean having to solve difficulties alone. The child’s welfare remains central. Accepting support and working with schools or appropriate services can be an expression of that responsibility.
Article 6(2): responsibility for upbringing · Basic Law ↗Primary responsibility: parents. Support: can come from many people.
Pay attention to “primarily”. The question does not deny that schools, relatives and the state also have responsibilities.
