A parenting difficulty does not first require a diagnosis.
Everyday life can involve recurring conflicts, for example about rules, media use or arrangements after separation. Such questions are not automatically an illness. The youth welfare office can explain available support and help clarify suitable assistance with the family.
Section 28 of Social Code Book VIII describes parenting counselling as support in understanding and addressing individual and family-related problems. Different professional disciplines work together. Counselling may also take place at a specialist counselling centre; not every conversation happens inside the youth welfare office.

The other three answers
Other services can address different concerns.
the doctor.
Doctors are important for health concerns. This question asks generally about parenting difficulties and identifies the youth welfare office.
the health department.
The public health department has public-health responsibilities. Among these answers, it is not the general contact point for parenting support.
the residents' registration office.
The residents’ registration office handles matters such as registering a home. Residence registration is not parenting counselling.
Support and child protection must be distinguished.
Asking for advice does not automatically mean a child will be removed from their family. Protective measures where a child is at risk are a separate responsibility governed by legal conditions. It would also be wrong to describe the office as providing counselling only.
Not every difficulty leads to the same form of assistance. Section 27 links parenting support to need and to the suitability and necessity of the assistance. Medical support can also be useful if there are additional health concerns.
Section 28 · Parenting counselling · Social Code Book VIII ↗Parenting questions: youth welfare office and counselling.
Focus on the concern: parenting, health and residence registration belong to different areas of responsibility.
