The colours stay the same even when the pattern changes.
The striped flag has two equally wide horizontal bands: white above blue. The second official design has white and blue diamonds. Both designs have equal status; you do not need to declare either one the only correct design for the exam question.
Read every colour in each answer. The first choice includes blue and white but adds red. You can avoid such nearly matching answers by learning white-blue as a two-colour unit.

The other three answers
Check whether the combination contains an extra or incorrect colour.
blue-white-red
Blue-white-red includes an additional red colour. The requested combination for Bavaria’s state flags is white-blue.
green-white-red
Green-white-red contains green and red but no blue. It does not match Bavaria’s state colours.
black-yellow
Black-yellow is a different colour combination. The Bavarian Constitution specifies white and blue.
A flag and a state coat of arms are different symbols.
According to the Landtag’s explanation, neither official state flag carries a state coat of arms. An added coat of arms on a souvenir is therefore not a basis for learning the official flag description. In any event, the question asks for the colours, not every design rule.
The white and blue diamonds also appear in the small state coat of arms. The same motif can therefore appear in different state symbols. An ordinary blue or white object is not thereby an official flag.
