A mayoral title with state-government responsibilities.
Berlin is both a city and a federal state. The mayoral title therefore combines an urban tradition with leadership of a state government. It does not merely mean heading one Berlin borough.
Under Article 58, the head of government chairs the Senate and directs its meetings. They also set political guidelines, which require the House of Representatives’ approval. Individual senators manage their portfolios on their own responsibility within those guidelines.

The other three answers
Similar titles are not automatically interchangeable.
Minister President
Minister President is a common title for the head of government in other federal states. Berlin expressly uses Governing Mayor for this office.
Lord Mayor
Lord Mayor suggests city leadership, but it is not the official title requested for the head of Berlin’s state government.
President of the Senate
President of the Senate is not the Berlin office’s title. Chairing the Senate does not make that differently worded title the correct answer.
Heading the government is not unrestricted personal rule.
The head of government depends on the House of Representatives’ confidence. Parliament, the state constitution and senators’ individual responsibilities form part of the institutional framework. Governing does not mean holding unlimited power.
Two senators are appointed as deputies and bear the title Mayor. For the person at the top, the additional word Governing remains decisive. The question asks for neither these deputies nor the current officeholder.
