Look separately at the stripes and the heraldic details.
Red and white form the flag’s main field. The central coat of arms adds a specific official emblem. Looking at the large stripes first reveals the required two-colour combination even when the coat of arms is hard to make out in a small image.
The eagle has gold details, including its beak and claws. That does not make this a red-white-gold striped flag. The test answer remains red-white because the law specifies those two state colours.

The other three answers
The wrong answers change the number or selection of state colours.
blue-white-red
Blue-white-red adds a blue stripe. Brandenburg’s state flag has two main stripes, red and white.
green-white-red
Green-white-red names three colours and starts with green. Green is not one of the two state colours specified by law.
black-yellow
Black-yellow replaces both required colours. Gold details on the eagle do not make black and yellow Brandenburg’s state colours.
Two colours alone do not uniquely identify every flag.
Red and white also appear in other flags. Precise identification therefore additionally depends on the arrangement and coat of arms. Here the question bank only asks for the matching colour combination for Brandenburg.
The images on this page show fictional study materials. They are not templates for reproducing an official flag. The linked legal description and civic-education page show how the colours and coat of arms fit together.
