Find the direction first, then follow the line.
On the displayed map of Germany, north is up and west is left. Bremen’s marker is accordingly in the upper-left part. The numbers sit outside the highlighted areas and are connected by lines. Follow the line to its endpoint instead of looking only at where the numeral is printed.
The federal state consists of two geographically separate cities. Bremerhaven lies farther north than the city of Bremen. This small overview is not a detailed city map: it is useful for the test’s identification task, not for measuring exact distances or reading every boundary.

The other three answers
The four numbers belong to this illustration. Check where each line leads.
2
The line from 2 leads to an area far in the south-west. This does not match Bremen’s north-western location.
3
The line from 3 also leads north, but farther east than the Bremen marker. Looking only for somewhere in the north is therefore insufficient.
4
The line from 4 leads to a marker in eastern Germany. Bremen lies in the other, north-western direction.
The number is a picture label, not a general state code.
Another map may use different numbers. Alongside answer 1, remember the north-western location and the two cities of Bremen and Bremerhaven. The number applies only to the catalogue graphic included here.
The question uses a simplified overview. Its small marker should not be taken to mean that the state consists of one continuous area or only one city. Detailed official maps are needed for precise boundaries and spatial relationships.
