Keep state colours and the coat of arms distinct.
The question asks for the colours of the state flag. The blue background of Hessen’s coat of arms does not turn the plain flag into a blue-white-red tricolour. The flag and coat of arms are separate official symbols with their own statutory descriptions.
Alongside the plain state flag, there is a state service flag. It carries the coat of arms in the centre. This particular version therefore includes additional colours from the coat of arms, but the underlying state colours remain red and white.

The other three answers
The extra or different colours do not match the state flag in question.
blue-white-red
Blue forms the background of the coat of arms, but it is not a third stripe of the plain state flag. Blue-white-red is therefore incorrect.
black-gold
Black and gold are not Hessen’s state colours. The colours of another symbol cannot be transferred to this flag.
green-white-red
Green is not a stripe of Hessen’s state flag. Green-white-red is therefore also incorrect.
A colour combination is not a complete official design.
The law also sets the form and arrangement: the stripes run horizontally, and the ratio of height to length is three to five. These design details aid understanding, although the test question asks only about the colours.
Red and white also occur outside Hessen. The two colours alone therefore do not prove that any given flag represents Hessen. In the test, connect the explicitly named state flag with its correct colour combination.
Section 2 · State flag · Hessen’s state-symbol law ↗Hessen: red above, white below.
Think of the two horizontal stripes. The blue of the coat of arms belongs to a different description.
