Identify the location, then follow the arrow.
Look for a state inside Germany, rather than on a coast or along the country’s southern outer boundary. Hessen lies between several other federal states. Its neighbours help locate it even when a simplified map has no city names.
The arrow’s endpoint matters. The circled number 3 is placed outside the target region for space reasons; its arrow leads into that region. Do not read only where a number is printed: check which state it actually labels.

The other three answers
Each incorrect number points to a different area.
1
Number 1 points to the larger western area north-west of the target state. Its arrow does not end in Hessen.
2
Number 2 labels an area farther south-west in Germany. Hessen lies to its north, so 2 is not the correct label.
4
Number 4 points to the area east of the target state. Again, the arrowhead matters more than the proximity of the printed numeral.
The number applies only to this particular illustration.
Hessen does not have a universal geographical number 3. Another map may label the same state differently. Learn the location and use the number only to match the options in this illustration.
The state boundary encloses cities, municipalities and counties. It is neither the outline of Wiesbaden nor of Main-Taunus-Kreis. The proportions in a small test illustration are also no substitute for a detailed official map.
Hessenpass · Location and neighbours · Hessian State Chancellery ↗Hessen is inland; here, 3 points to it.
Use the location and follow the arrow. That makes the identification work even without city names.
