Read the three stripes and the emblem together.
The horizontal stripes run black, red and gold from top to bottom. Niedersachsen’s state flag adds its coat of arms: a white horse on a red field. The short catalogue answer names the three stripe colours.
The federal flag also using black–red–gold is not a contradiction. A colour combination alone does not have to identify one state uniquely. The state coat of arms is part of Niedersachsen’s complete flag.

The other three answers
Compare the complete colour sequence, rather than a single colour.
white-blue
White and blue is not the required stripe sequence. The horse being white does not make this answer correct; blue is not one of the three flag stripes.
black-yellow
Black and yellow omits red and does not describe a black–red–gold tricolour. The complete answer matters.
blue-white-red
Blue, white and red replaces black and gold with blue and white. Sharing a red stripe is not enough.
Gold in the description, yellow in the rendering.
In printed or digital flags, gold often appears as a yellow shade. The learned designation and catalogue answer remain black–red–gold. You do not need to identify a metallic shine.
The coat-of-arms and flag questions test different features of the same state. Use the unchanged catalogue graphic in question 1 for the actual emblem. The editorial images here show symbolic colour materials only.
