Understand politics, check sources, take part.
Political education explains more than the names of offices. It helps people understand how democratic decisions are made, which different interests exist and how people can participate. Niedersachsen’s state centre develops resources for this and supports networks.
One focus is political media literacy. This goes beyond being able to operate an app. It concerns assessing political claims, examining sources and interests, and reaching a reasoned judgement.

The other three answers
The other organisations have different main responsibilities.
at the municipal regulatory office
A public-order office handles local public-safety and order responsibilities. It is not the state institution for political education asked for here.
at the consumer advice center
A consumer advice centre advises on matters such as contracts, energy and purchase problems. Although these topics can have political aspects, it is not the state centre named in the question.
at the churches
Churches can organise public discussions and educational activities. They are religious institutions, however, rather than the state centre with its public political-education remit.
Independent judgement rather than a prescribed voting choice.
Political education should enable independent thinking. Different democratic positions must remain open to discussion. That does not mean every claim has equal evidential support or that the democratic constitutional order is arbitrary.
The state centre is not a political party and does not decide your personal voting eligibility. The relevant electoral authority handles specific electoral-registration questions. Here the catalogue asks for the political-education institution.
