The colours alone do not describe the whole flag.
The three horizontal stripes have equal width. The state coat of arms sits in the upper corner beside the pole and extends halfway into the red stripe. The test answer, however, asks only for the three colours.
Black-red-gold is also familiar as Germany’s colour combination. On Rhineland-Palatinate’s state flag, the coat of arms with cross, wheel and lion identifies the particular federal state. A colour sequence alone is therefore not a complete description of this official symbol.

The other three answers
None of the other sequences matches the three state colours.
white-red
White-red omits black and gold. Pale and red parts of the coat of arms do not make white-red the state colours.
black-yellow
Black-yellow contains only two colours and omits red. The required official combination is black-red-gold.
green-white-red
Green-white-red does not match Rhineland-Palatinate. Neither green nor white forms part of its three state colours.
Distinguish colours, flag and coat of arms.
The coat of arms contains additional colours and shapes. The question does not ask for every colour in each small heraldic detail, but for the state flag and its familiar colour sequence.
The act also permits hanging flags and banners following official patterns. The symbolic material images on this page do not replace those patterns or grant permission to use official state symbols.
