The colours are familiar; the emblem distinguishes the flag.
Black-red-gold is also familiar as Germany’s national colours. Saarland uses the same order. Its state flag additionally bears its own four-part coat of arms. Sharing the colour sequence does not make the two flags identical.
Section 4 of the State Symbols Act places the emblem in the middle of the red stripe. It extends into the black and gold stripes. For the test question, however, you only need to select the three state colours.

The other three answers
None of the other colour combinations matches Saarland’s state colours.
white-blue
White-blue is not the required combination. Blue and silver parts inside the emblem do not change the colours of the three flag stripes.
black-yellow
Black-yellow omits the red stripe and does not match black-red-gold. The answer must be complete.
green-white-red
Green-white-red uses different colours. Neither Saarland’s constitution nor the described state flag uses that stripe sequence.
Emblem colours and flag colours are different descriptions.
The coat of arms contains blue, silver and gold, among other colours. The question does not ask for every colour in the complete image, but for the state flag’s prescribed colour combination.
The law also permits vertical banner and hanging forms. The top-to-bottom learning rule refers to the ordinary horizontal flag. The state colours remain black-red-gold.
