Parliament and government have different roles.
Eligible voters elect the Landtag. The Landtag then elects the Minister-President without debate. That person appoints and dismisses the state ministers. This is not a direct popular election for the state’s head of government.
Under Article 36, the head of government sets policy guidelines and leads the state government’s work. Within those guidelines, ministers are responsible for their own portfolios. Leading a federal state is therefore different from leading an individual city.

The other three answers
The choices test the office title; the English translation needs a qualification.
First Minister
First Minister is not the German office title used for Schleswig-Holstein’s head of government.
Prime Minister
Premierminister is not the German title in the state constitution. However, Prime Minister is indeed used as an English translation of Ministerpräsident. This quiz’s fixed answer set records Minister President as correct.
Mayor
Mayor denotes a municipal role. It is not the title of the head of Schleswig-Holstein’s state government.
An office title does not guarantee tenure for an entire term.
Article 33 initially requires a majority of all Landtag members. If that is not achieved in two ballots, the constitution provides a further ballot with a different majority rule. For the test, learn the title rather than an oversimplified claim about every possible government formation.
A change of person or political parties does not change the German office title. The English variants Minister-President and Prime Minister can refer to the same German office; the fixed quiz scoring is a separate matter.
