Federation and state are different political levels.
A federal state has its own government and ministries. That does not mean every federal ministerial office must also exist in every state. In this selection, the separate foreign-minister office is absent at state level.
Article 32 of the Basic Law principally assigns relations with foreign countries to the federal level. State ministry names can combine several subjects or change. The question tests responsibility, not memorisation of each ministry’s full current name.

The other three answers
The other three functions exist at state level.
Justice Minister
Justice is a state portfolio; the current overview combines it with health. A justice ministry does not mean the government dictates court judgments.
Finance Minister
The finance ministry deals with the state’s finances. Finance Minister is therefore not the absent office being sought.
Interior Minister
Interior affairs are part of a state portfolio, currently combined with municipal affairs, housing and sport. This is likewise not the correct answer to the question about an absent office.
No foreign minister does not mean no international contacts.
Under Article 32, states can conclude treaties with foreign countries in areas within their legislative competence, with federal government consent. Schleswig-Holstein also participates in European and regional cooperation. These possibilities have legal limits and do not amount to a separate general foreign policy.
The state constitution regulates representation of the state and also protects judges’ independence. Government, parliament and courts remain different institutions even where ministries perform administrative tasks for the justice system.
