Consider the flag and coat of arms separately.
In the coat of arms, the striped lion and pale stars stand on a blue shield. That blue belongs to the emblem. The question about the state flag’s colours instead asks for the basic colours white-red.
The official-service flag combines both: it is the state flag with the upright state coat of arms in the centre. A visible blue shield therefore does not turn its basic stripes into a blue-white-red tricolour.

The other three answers
Additional colours produce the wrong combination here.
blue-white-red
Blue-white-red adds a blue background stripe that Thüringen’s state flag does not have. The blue of the coat of arms is a different feature.
green-white-red
Green-white-red includes green and three colours. Thüringen’s constitution specifies white and red.
black-gold
Black-gold contains neither of the two correct basic colours. Gold details on the lion are not stripes of the state flag.
The orientation is not always the same.
The regulation permits vertically or horizontally striped forms following its official patterns. Learn the colour combination without reducing every correct depiction to one format.
