The level of responsibility matters.
Germany is a federation. State governments have their own tasks and ministries, but that does not mean every federal ministry has an identically named counterpart in every state. A separate Thüringen foreign ministry is not part of this structure.
Thüringen’s current budget plans contain interior, justice and finance departments. Their full names sometimes combine further tasks. The test uses shorter basic titles; changing additions do not make these three areas absent from the government.

The other three answers
The other three fields exist at state level.
Justice Minister
Justice is a Thüringen department. Responsibility for judicial administration does not mean a minister may dictate judges’ decisions.
Finance Minister
Finance is a state department. Thüringen’s budget expressly lists its finance ministry.
Interior Minister
Interior belongs to the state government; its current department title additionally includes municipal affairs and state development.
No separate foreign ministry does not mean no foreign contacts.
Article 32 provides for a state to be consulted when a treaty affects its special circumstances. Where states have legislative competence, they may conclude treaties with foreign states with the federal government’s consent.
Thüringen’s constitution supports European cooperation, and the Minister President represents the state externally. Neither establishes a state Foreign Minister. Under Article 86, judges remain independent and subject only to the law.
Article 32 · Basic Law ↗Interior, justice, finance: state. Foreign Minister: absent here.
