Shared funding for risks covered by law.
Social insurance pools risks such as illness, long-term care needs, old age, unemployment and occupational accidents. Contributions enter the relevant systems under statutory rules. This is not an occasional collection for an arbitrary cause.
The exam question simplifies the funding considerably. Section 20 of Social Code IV expressly lists contributions from insured people, employers and third parties, alongside state subsidies and other receipts. Social contributions are correct among the four choices; “exclusively social contributions” would go too far.

The other three answers
The other sources of money are not the funding asked about.
Church taxes
Church tax funds qualifying religious communities; it is not a social insurance contribution.
Donations
Donations are voluntary gifts. Statutory social insurance is not based on voluntary fundraising.
Club memberships
Club membership fees finance an association under its rules. They are not statutory social insurance contributions.
Not every branch is funded in the same way.
Who pays which share varies by insurance branch and personal situation. This exam question cannot establish a contribution rate for an individual payslip.
Social insurance is not the whole welfare state either. Other social benefits may be funded mainly through taxes.
Section 20 · Social Code IV ↗Social contributions → social insurance; subsidies supplement them.
Recognise the correct category without treating it as the sole funding source.
