Federal legislation involves several participants.
A bill passed by the Bundestag is also submitted to the Bundesrat. State governments can contribute their position there. The Bundesrat can also initiate legislation itself.
The extent to which its consent is required depends on the type of bill. “Participation” is therefore the appropriate general term, rather than claiming that every law requires the same approval.

The other three answers
The other institutions are not alternative names for state representation.
the Federal Assembly.
The Federal Convention elects the Federal President. It is not a body for ongoing participation in federal legislation.
the Bundestag.
The Bundestag is the elected federal parliament. The states' specific institutional participation occurs through the Bundesrat.
the federal government.
The federal government governs at federal level. It does not replace the representation of state governments in the Bundesrat.
Consent and objection are different powers.
For a bill requiring consent, a final refusal of consent can prevent enactment. For an objection bill, the Bundestag may override an objection under the applicable legal conditions.
The states also pass their own laws through state parliaments. The participation asked about here expressly concerns federal legislation.
