What matters is the legal relationship behind the dispute.
A dismissal is intended to end employment. If an employee challenges its legal effect, the dispute directly concerns that relationship. Section 2 of the Labour Courts Act includes disputes over whether an employment relationship exists.
The answer already uses the word unjustified. In a real proceeding, that is initially a claim to be assessed. The court does not take a party’s side merely because they consider the dismissal unfair.

The other three answers
Not every difficult dispute is an employment-law dispute.
incorrect utility bill.
An incorrect service-charge bill in an ordinary housing situation concerns the tenancy. It does not become an employment-law case because the person affected has a job.
problems with neighbors.
Problems with neighbours do not inherently concern the relationship with an employer. The appropriate authority depends on the type of neighbourhood dispute.
difficulties after a traffic accident.
An ordinary traffic accident may raise compensation or insurance issues. Without a particular connection to employment, this is not the jurisdiction asked about here.
The filing deadline may matter more than a later conversation.
Section 4 of the Protection Against Dismissal Act generally requires filing within three weeks of receiving written notice. Talking to the employer does not replace the necessary claim. Particular deadline issues must be clarified promptly for the individual case.
The court’s applications office can help record a claim but does not provide individual legal advice. Court jurisdiction, practical filing assistance and advice about prospects are three different things.
Section 2 · Labour Courts Act ↗Dismissal from employment → labour court.
Look for the example involving employee and employer. The appropriate court system follows from the subject of the dispute, not how serious the problem feels.
