Participating in the decision means more than watching.
A lay judge is not merely an interested spectator in the courtroom. In that proceeding, the lay judge forms part of the deciding judicial bench. This includes whether an offence is proved and the legal consequences of a finding of guilt.
Section 30 of the Courts Constitution Act generally provides the same voting rights as professional judges during the main hearing. The honorary role is therefore not an informal opinion poll. Participation is a judicial function within the legal procedure.

The other three answers
Each wrong answer confuses judging with another function.
gives citizens legal advice.
Giving personal legal advice is not the defining function of a lay judge. Lawyers advise and represent clients; lay judges participate impartially in deciding the case.
issues certificates.
Issuing certificates does not describe the judicial participation sought here. The question concerns guilt and punishment, rather than creating an official document.
defends the accused.
The defence represents the accused person’s interests. A lay judge belongs to the deciding court and must not confuse that function with representing one side.
Not every proceeding involves lay judges.
Lay judges serve in specified criminal courts and judicial formations. Other proceedings may have different compositions. The answer therefore does not mean lay judges automatically participate in every German judgment.
Joint judicial decision-making differs from a separate jury. The basic rule in Section 30 also concerns the main hearing and allows statutory exceptions; it does not give lay judges responsibility for every judicial act outside the hearing.
Section 30 · Courts Constitution Act ↗Lay judge = honorary judging and shared decision-making.
Place lay judges on the judicial bench. Legal advice, defence and issuing documents are different activities.
