An office remains identifiable even when its holder changes.
The state constitution distinguishes the Landtag, the parliament, from the state government. The Landtag elects the Minister President. The person holding this office heads the government and determines its policy guidelines.
The correct title is enough for this exam question. A current officeholder’s name would answer a different question and could change after an election or resignation.

The other three answers
Pay attention to the official German title and to a particular issue in the English translation.
First Minister
First Minister is not the title used for this office in the German state constitution. The required term is Ministerpräsident, rendered here as Minister President.
Prime Minister
Premierminister is not the German title sought. In English, however, Prime Minister can occur as a translation, including in older state publications. This existing quiz still expects Minister President; it would be wrong to rule out Prime Minister as a translation in general.
Mayor
Mayor here refers to a municipal leadership office, not the head of Baden-Württemberg’s state government. Distinguish the municipal level from the state level.
Translations can vary; the German office title is clear.
The English question contains Prime Minister, a possible translation, as a distractor. This guide does not change the existing question bank, but explicitly identifies the ambiguity. For this selection, choose Minister President.
Do not automatically transfer the title to every federal state. This question concerns Baden-Württemberg. The title for municipal or federal government leadership is a separate question as well.
