The word “not” determines the selection.
The question does not ask which ministry exists, but which is absent. Three options correspond to existing state portfolios. Foreign Minister therefore differs from the other three.
The official portfolio list sometimes uses longer names and combines several subjects in one ministry. For this question, the basic fields of finance, justice and interior affairs matter. Adding European affairs to a portfolio’s name does not make it a foreign ministry.

The other three answers
These three portfolios exist, so they do not answer the negative question.
Finance Minister
The state has a Ministry of Finance. The finance minister is therefore not the absent office this question asks about.
Justice Minister
A justice portfolio exists; the current list includes the Ministry of Justice and Migration. The additional policy area does not change the fact that there is a justice minister.
Interior Minister
The interior portfolio also exists. In the list reviewed, it is called the Ministry of the Interior, Digitalisation and Europe. Interior Minister is therefore not the absent role sought.
Federal responsibility does not exclude regional cooperation.
Article 32 also allows states to conclude treaties with foreign states, with the Federal Government’s consent, within their legislative competence. A blanket claim that states may have no international relations at all would therefore go too far.
Portfolio names and combinations can change when a government is formed. The important distinction for the current exam answer remains: state responsibilities in the named policy fields differ from having a foreign ministry of its own.
Article 32 · Foreign relations · Basic Law ↗For “Which minister does it not have?” → Foreign Minister.
Read the negative carefully. Finance, justice and interior affairs exist; foreign affairs is the exception sought.
