Cross-border cooperation does not require a state foreign minister.
Article 32 of the Basic Law principally assigns relations with foreign states to the federal level. Saarland is a federal state within Germany. It therefore has no foreign-minister office of its own like a sovereign country.
That does not mean Saarland may act only within its own borders. Article 60 of its constitution expressly promotes European integration and cross-border relations. Its proximity to France and Luxembourg makes such cooperation particularly tangible.

The other three answers
The other three areas are represented in the state government.
Justice Minister
Justice is an existing state portfolio. It organises judicial administration; this does not mean power to direct independent judicial decisions.
Finance Minister
Finance is an existing portfolio in Saarland. It includes the state’s fiscal policy and budget planning. Finance Minister is therefore not the missing office sought here.
Interior Minister
Interior affairs is also an existing state portfolio. In the current directory it is grouped with building and sport. It is therefore not the correct answer to the question about the missing ministerial office.
The federal level has the main responsibility; states have specific powers.
Where states have legislative competence, Article 32(3) allows them to conclude treaties with foreign states with the federal government’s consent. That limited exception does not create a general foreign ministry of their own.
Under Article 95 of Saarland’s constitution, the Minister President represents the state externally. This representation of the federal state is also distinct from the federal Foreign Minister’s office. Portfolio combinations can change; the question checks the basic division of responsibilities.
Article 32 · Basic Law ↗Saarland: justice, finance, interior – no foreign minister of its own.
In questions asking which office is not present, deliberately look for the exception.
