Two stripes express the state colours.
Article 2 of the constitution names the colours, while the flag regulation specifies their arrangement. The answer requires neither three colours nor a black stripe: the pair is white and green.
The state service flag adds Sachsen’s coat of arms in the centre. Half extends into the white stripe and half into the green stripe. This additional official emblem does not change the flag’s two background colours.

The other three answers
Look for the complete pair of colours.
blue-white-red
Blue-white-red names three colours. Sachsen has specified white and green for its state flag.
green-white-red
Green-white-red contains green and white but adds red. This three-colour combination is not Sachsen’s state flag.
black-yellow
Black-yellow recalls the black and gold in the shield. The question asks for the state flag’s colours: white and green.
The state flag and service flag have different roles.
According to the official explanation, the plain white-and-green state flag without the coat of arms is available for general use. The service flag with the official emblem is subject to special authorisation rules. Adding the coat of arms is therefore more than an arbitrary decorative choice.
Sorbian or Lower Silesian symbols may also appear in the areas provided for. They do not replace Sachsen’s state colours as defined in Article 2. Answer the question about Sachsen with white and green.
Article 2(2) · Constitution of Sachsen ↗Sachsen: white-and-green flag; black-and-gold shield.
The large flag stripes provide the answer, rather than the colours of an additional coat of arms.
